Dr. Emily Blanchard
Chief Economist
Under Secretary for Economic Growth, Energy, and The Environment
Emily Blanchard was sworn-in as Chief Economist on January 3, 2022. She is a leading expert on international economic policy, a professor at Dartmouth’s Tuck School of Business, and a research fellow with the Center for Economic Policy Research.
Professor Blanchard’s research lies at the intersection of international economics and public policy. She has written extensively on how foreign investment and global value chains are changing the role of trade and trade agreements in the 21st century, and how globalization and education shape policy outcomes and the distribution of income within and across countries. Her research is published in leading journals and has been covered by major publications including the Wall Street Journal, Bloomberg, Financial Times, Washington Post, and the New York Times. She has partnered with leading institutions including the World Trade Organization, the World Bank, the UN, and the IMF, to bring research to practice; she currently serves on the editorial boards of the Journal of International Economics, Review of World Economics, Economics and Politics, and the World Trade Review; and she is former Chair and a Founding Board member for the national non-partisan, non-profit National Economic Education Delegation.
An award-winning teacher, Blanchard has taught at the University of Virginia and the London School of Economics in addition to her courses at the Tuck School of Business at Dartmouth College. She graduated with honors in Economics from Wellesley College and earned MSc. and Ph.D. degrees in Economics from the University of Wisconsin-Madison.
Tony Fernandes
Deputy Assistant Secretary for Trade Policy and Negotiations
Bureau of Economic and Business Affairs
Tony Fernandes became Deputy Assistant Secretary of State for Trade Policy and Negotiations in the Bureau of Economic and Business Affairs in March 2022, after having served as Acting Deputy Assistant Secretary since August 2021.
Prior to that, Tony was Director of the Multilateral Trade Affairs Office in the Bureau of Economic and Business Affairs at the U.S. Department of State.
Previously, Tony was Director for Regional Affairs in the Bureau of Legislative Affairs and Director for Africa and Middle East Programs in the Bureau of International Narcotics and Law Enforcement Affairs. He also served in the Office of the United States Trade Representative, the Diplomatic Readiness Task Force, and the Operations Center. His overseas assignments include positions in Turkey, Nigeria, Russia, Canada, and China.
Tony joined the Foreign Service in 1997 and is a member of the Senior Foreign Service.
He holds a B.A. from Boston College, a J.D. from the University of Minnesota School of Law, and a Master’s in National Security Strategy from the National War College.
Soren Schouw Pedersen

Soren Pedersen is a Danish national and has worked in Asia for more than twenty five years. He is the head of SSA Marine regional activities. SSA is an international port operator headquartered in Seattle, USA. The company is active in more than 250 locations across five continents. SSA’s activities span cruises, bulk, and container handling.
Here in Vietnam, SSA owns and operates two seaport joint ventures employing about 400 staff. Our port facilities in Cai Lan (Ha Long) and Cai Mep (Vung Tau) are equipped with the most modern and technically advanced cargo handling machinery available. Both terminals are deep water facilities capable of accommodating the largest cargo and cruise ships.
Maritime transport is essential to the world’s economy as over 90% of the world’s trade is carried by sea. Ships need effective port facilities to load and off load cargoes. SSA Marine is among the world’s largest privately held port operators.
